Career Service classification study strengthens “C4” positions, titles, and responsibilities

In follow up to the shared governance 2025-2026 recommendations from the Career Service Council, Human Resources conducted a 10-month-long classification study involving at least 73 career service positions, which has resulted in job classification and title alignment for a group of career service employees within the “C4” paygrade.

As a result, some will receive new titles that better align with their job duties and, in some cases, commensurate paygrade reclassifications and salary increases.

These changes were approved by the District Board of Trustees on Tuesday, July 21, in alignment with approval of the College’s annual operating budget.

“The results of this study also serves as the foundation of a classification philosophy that can be applied to other positions within Career Service and Administrative and Professional salary schedules,” said Lela Frye, Chief Human Resources Officer.

The process began in October 2025 when C4 employees in various support roles completed a survey detailing specific work they complete day-to-day. Supervisors reviewed the surveys and provided input, both of which were compared to their formal job descriptions.

Clarifications and any discrepancies were managed through meetings, desk audits and other means.

Ultimately the study had 5 objectives:

Review current job duties and responsibilities submitted by employees and supervisors

  • Determine if positions are still aligned with the current title and classification
  • Develop job family criteria to guide alignment of positions and appropriate classification assignments
  • Propose a career ladder structure to provide advancement opportunities
  • Recommend models for position classification needs and paygrade adjustments.

The new job families are broad groupings of roles that share similar functions and core skills, have a common organizational purpose and contribute to a similar area of work. There are three job families that have been identified in the Career Service Salary Schedule: Maintenance and Skilled Trades, Public Safety, and Support Services, the focus of the current study.

Under Support Services, there are four sub-families: Administrative and Office Support, Student and Academic Support, Program and Operational Support, and Student and Unclassified Part-time Support.

Each position was evaluated following a rubric that considered seven factors: Role, Complexity, Autonomy and Decision Making, Budget Role, Confidentiality Level, Leadership and Supervision, and Scope of Impact.

It resulted in the development of new positions that span four paygrade classification levels for Support Services staff that respect actual job responsibilities and provide multiple opportunities for career advancement.
